US authorities tighten regulations for ISPM violations

The U. S. Customs and Border Protection (CBP) authority has tightened its existing regulations for violation of the international standards for phytosanitary measures for wooden packaging (ISPM 15) with effect from 1 November. According to the release published on 25 September (CSMS # 17-000609), violation can result not only, as hitherto, in immediate return of the consignment to the shipper, but now also incur immediate imposition of a fine to the amount of the costs for the required remediation or up to three times the invoice value.

Suppliers had previously been threatened by fines from the CBP only by more than five violations within the scope of the regulations on the basis of the provisions laid down by 19 U.S. Code § 1592 or § 1595a (b).
